Construction Industry Social Benefits Committee
The CCQ administers and develops complementary social benefits plans (insurance and retirement) that are negotiated between the employer and union parties. These plans are aimed at satisfying workers’ different needs and are a major feature in workforce retention.
The Construction Industry Social Benefits Committee (CISBC) is mandated under Act R-20. It oversees adoption of the regulations required to give effect to a clause in a collective agreement that creates or modifies a complementary social benefits plan. It establishes by regulation the terms for transfer to a different complementary social benefits plan. The committee is also responsible for concluding agreements with all individuals or associations to allow the reciprocal transfer, in whole or in part, of sums accumulated to the credit of a beneficiary of a complementary social benefits plan.
Composition
The CISBC has 11 members: a chair designated by the CEO of the Commission de la construction du Québec and 10 members representing, in equal proportions, the employer and union associations.
