Programme d’accès à l’égalité des femmes 2015-2024

The objective of the Programme d'accès à l'égalité des femmes dans l'industrie de la construction (PAEF) is to increase the number and proportion of women practising a trade or occupation in the construction industry and thus to correct the situation of underrepresentation of women and the systemic discrimination that they may experience in the industry.

The PAEF’s first action plan had the objective of at least 3% of women working on construction sites by 2018. The updated 2015-2024 plan includes 40 measures that will be implemented between this period. The major orientations are the following:

  • Support women’s careers
  • Create an environment that is favourable, inclusive, and respectful
  • Ensure shared responsibility

Organizations involved in the PAEF

In addition to the CCQ, more than 10 government departments and public agencies, vocational training centres, and ASP construction have endorsed PAEF 2015-2024.

Employer and union associations have also made a series of distinct commitments, made public in the PAEF. They will also establish their own action plans. This one-time analysis carried out in 2014 allows us to learn more about the presence of women in the construction industry across the country and determine the situation in Quebec. 

PAEF annual statement

The CCQ ensures the implementation, the monitoring, the annual accountability and the triennial reviews of PAEF. In the 2018 annual statement, you will find that, overall, efforts at meeting commitments are progressing well. To date, all of the 40 measures are on the way to accomplishment; eighteen of them have been fully completed. In 2017, almost 7% more women were working in the industry, bringing their proportion in the workforce from 1.62% to 1.91%.

The appendix of the Bilan 2018 des engagements des associations patronales et syndicales dans le cadre du PAEF presents the associations' accomplishments in 2018 and the actions to come in 2018.

It integrally contains elements communicated to the CCQ by those associations as a part of the annual accountability of the PAEF 2018 annual statement.

Guidance service for integration of women into the construction industry

  • understanding resources to maximize employability and the possible recourses
  • reporting on a particular situation for improving the presence of women on construction sites, successes, and good practices.
